US anti-dumping preliminary ruling on China's 12-16.5-inch diameter steel wheel

On April 16, 2019, the US Department of Commerce announced an anti-dumping preliminary ruling on a 12-16.5-inch steel wheel imported from China: the initial ruling of the forced response company Changzhou Chungang Machinery Co., Ltd. was 38.27. %, China's general dumping margin is 44.35%. The US Department of Commerce is expected to finalize the case on July 2, 2019. This case involves the United States to harmonize tariff products under 8716.90.5035 and some products under 8716.90.5059.


In the anti-dumping investigation, the US Department of Commerce ruled that all Chinese companies involved in the case had an emergency in order to circumvent a possible affirmative preliminary ruling and export a large number of products involved. Therefore, it is decided that the temporary anti-dumping measures in this case will be traced back to the entry into force of the Chinese customs products declared by the US Customs on the 90th before the date of publication of the preliminary communiqué.


On August 29, 2018, in response to an application filed on August 8, 2018 by American company Dexstar Wheel, a subsidiary of Americana Development, Inc., the US Department of Commerce announced a countervailing and anti-dumping investigation against a 12-16.5-inch diameter steel wheel imported from China. . On September 21, 2018, the US International Trade Commission (USITC) voted on the preliminary ruling on anti-dumping and countervailing industries for imports of 12-16.5-inch diameter steel wheels imported from China.
