Situation: The improvement is obvious, the pressure is still high

At the meeting, Yang Chaofei summarized my country's current ecological and environmental protection situation.

He introduced that in terms of atmospheric governance, the overall national air quality improved in 2019. The national PM2.5 concentration was 36 μg/m3, which was the same year-on-year; the PM10 concentration was 63 μg/m3, a year-on-year decrease of 1.6%.

In terms of water pollution prevention and control, according to statistics such as chemical oxygen demand and total phosphorus, in 2019, the proportion of cross-sections in categories I to III nationwide was 74.9%, an increase of 3.9% year-on-year; the proportion of sections inferior to category V was 3.4%, down 3.3% year-on-year Percentage points.

"But the ecological environment is under tremendous pressure. In 2019, the ozone concentration was 148 micrograms/m3, an increase of 6.5% year-on-year." Yang Chaofei pointed out. He believes that my country is still in a period of high environmental risks. For example, in the first half of 2019, there have been many serious accidents in my country: On March 21, 2019, an explosion occurred in the chemical park in Xiangshui County, Yancheng City, Jiangsu Province, killing 78 people and 600 Many people were injured. All companies in the incident site ceased production.

At the same time, he pointed out that the further improvement of the goal of ecological and environmental protection means that the pressure on environmental protection will increase.

First, by 2035, the pattern of national land and space development and protection will be optimized, the green transformation of production and lifestyle will be effective, the allocation of energy resources will be more reasonable, the utilization efficiency will be greatly improved, the total emissions of major pollutants will continue to decrease, and carbon emissions will remain stable after peaking. As a result, the ecological environment has basically improved, and the goal of building a beautiful China has basically been achieved.

The second is that General Secretary Xi Jinping publicly promised during the 75th United Nations General Assembly on September 22 that carbon dioxide emissions will reach a peak by 2030 and be carbon neutral by 2060.

Third, the main tasks of ecological and environmental protection during the "14th Five-Year Plan" period will be further improved and strengthened: First, strengthen the coordinated control of fine particulate matter and ozone, and basically eliminate heavy pollution weather; second, promote full coverage of urban sewage pipe networks, and basically eliminate urban black Smelly water; the third is to promote the reduction of fertilizers and pesticides and soil treatment, and strengthen the control of white pollution; the fourth is to strengthen the collection and treatment of hazardous waste and medical waste; the fifth is to complete the relocation and transformation of hazardous chemical production enterprises in key areas, and pay attention to the treatment of new pollutants; Six is to improve the management of binding indicators for environmental protection, energy conservation and emission reduction; seven is to improve the central ecological and environmental protection inspection system; eight is to formulate an action plan for peak carbon emissions before 2030.
